Job Description Introduction Do you have experience in procurement excellence and would you like to participate in the activities related to the Organization's procurement of supplies and services. Take part! You will join the Industry, Procurement and Knowledge Transfer Department (IPT), which is responsible for all of the Organization's procurement, knowledge and technology transfer activities. The Procurement and Industrial Services Group (PI) is responsible for procuring all supplies and services for the Organization, ensuring that the specified and contractual technical, delivery and performance requirements are met at the lowest possible overall cost whilst achieving balanced industrial returns for CERN Member States and respecting CERN's Procurement Rules. The Group monitors and reports procurement activities and statistics to CERN Management and Member State representatives. CERN's annual procurement expenditure is in the region of 500 MCHF per year. Functions As a Procurement Process Excellence Officer, you will be involved in a full range of activities related to the Organization's procurement of supplies and/or services. You will: - Enhance procurement processes and lead initiatives and projects to ensure procurement excellence; - Develop and implement strategies to streamline procurement policies, processes, and systems in close collaboration with cross-functional teams; - Provide guidance and support to procurement teams, fostering a culture of excellence and continuous learning; - Stay abreast of industry trends and best practices in procurement, leveraging insights to drive innovation and improvement. Qualifications Master's degree or equivalent relevant experience in the field of economics, purchasing, law, engineering or a related field. Experience: Required experience: - Strong experience in procurement processes, with a strong understanding of source to contract processes and procurement systems; - Excellent communication and interpersonal skills, with the ability to collaborate effectively across diverse teams and stakeholders; - Demonstrated experience in driving change and implement process improvements in a complex environment; - Strong experience in procurement of large, complex supplies and services. Desired experience: - Experience in the field of public procurement, ideally in an International Organization; - Implementation of sustainability. Technical competencies: - Process analysis, definition and improvement; - Change management, knowledge management; - Organisation, planning and control: project and quality management; - Definition of tendering and contracting strategies: search and selection of suppliers and service contract providers; - Teaching and training. Behavioural competencies: - Managing self: taking initiative beyond regular tasks and making things happen; projecting self-confidence when presenting ideas, proposals and opinions. - Achieving results: following through on new ideas and innovations; planning and implementing application Having a structured and organised approach towards work; being able to set priorities and plan tasks with results in mind; dividing extensive work / projects into manageable sub-tasks with clearly defined milestones. - Communicating effectively: expressing opinions, ideas and suggestions with conviction and in a logical/structured manner; keeping to the point; utilising effective negotiation techniques to achieve long-term results acceptable to all parties involved; leveraging support networks across the Organization. - Solving problems: finding the information needed to solve problems; making objective judgments based on all the facts available; anticipating obstacles; assessing alternative solutions in order to have a fall-back plan; producing workable and timely solutions that meet requirements. - Learning and sharing knowledge: proposing ways to improve or streamline existing procedures, processes and methodologies; sharing knowledge and expertise freely and willingly with others; coaching others to ensure knowledge transfer; keeping up-to-date with developments in own field of expertise and readily absorbing new information. Language skills: Spoken and written English in professional contexts as well as the ability to draft texts for publications and/ or official communications and to make oral presentations. Knowledge of French would be an advantage, or a strong willingness to quickly acquire proficiency in the French language.
